Sovereign Oman - Obtaining work visas

Over the past decade the Oman economy has expanded at a steady pace, drawing foreign workers and professionals from energy, logistics, education and finance. For many employers, the Sultanate now serves as a dependable base for long-term operations across the Gulf.

Obtaining work visas in Oman

Employing foreign nationals requires a clear understanding of the Omani work visa process. Each application must follow labour regulations and match the official records that support it. When preparation begins early and documentation is handled carefully, the process tends to move without interruption.

Types of work visas in Oman

All work visas are issued under employer sponsorship for foreign employees. They allow foreign nationals to live and work in Oman for a set period of time. The main categories are:

  • Resident work visa: valid for up to two years and renewable. With the Oman work permit, the employer remains responsible for the employee’s legal status.
  • Temporary work visa: used for project or short-term roles, often lasting four, six or nine months.
  • Partner visa: available to shareholders or investors in an Omani company.
  • Employment contracting visa: designed for independent or specialist professionals. Normally valid for two months, with the option of one additional month.

Family and student visas are issued separately under different regulations. Each carries its own documentation and approval process.

There are also other types of residency visas available for foreigners which are tied to their investments in businesses and properties. The validity is tied to the conditions of the investment made.

Eligibility and requirements

Before applying for a work visa, both employer and employee must meet defined criteria.

Employers

  • Must hold a valid commercial licence in Oman.
  • Must obtain a labour permit from the Ministry of Manpower confirming that the role is eligible for foreign recruitment.

Employees

  • Must be at least 21 years of age.
  • Must hold a passport valid for six months or more.
  • The job title must match the one listed on the labour permit.
  • A medical certificate may be required, depending on nationality.

These checks confirm that the employment arrangement is genuine and that the position has been approved for non-Omani labour. They also help maintain accurate labour records for monitoring and reporting purposes.

Documentation

Applications must include all required paperwork. Typical submissions include:

  • Completed visa application form issued by the Royal Oman Police.
  • Two recent passport-sized photographs.
  • Copy of the applicant’s valid passport with at least six months’ validity.
  • Approved labour permit from the Ministry of Manpower.
  • Medical certificate attested by the Ministry of Health, where applicable.
  • Professional clearance where the occupation demands it, such as teaching or healthcare.
  • Release letter if sponsorship is being transferred.

Each file is checked closely. Even a small mismatch can delay approval. It is best to review all forms before submission and confirm that details correspond across every document.

Application process

The employer first obtains the labour permit from the Ministry of Manpower. Some roles, such as medical, technical or engineering positions, may need additional authorisation from the relevant professional regulator.

Once the permit is approved, the employer submits the visa application with supporting documents to the Royal Oman Police. The employee then completes a medical examination at an approved clinic. In certain cases the certificate must also be attested by the Ministry of Health.

After approval, the visa is stamped into the employee’s passport. This confirms the right to live and work in Oman. Where sponsorship is being transferred from another employer, a release letter authorised by the Ministry must be included.

In practice, many companies use a PRO or authorised agent to coordinate these stages and maintain communication with the authorities.

Validity, renewal and costs

A standard Omani work visa remains valid for two years. Renewal should start early to prevent a lapse, as penalties can reach 50 OMR per month. Updated documentation and a new medical test are usually required.

The government fee for issuing a work visa is 20 OMR. Employers typically meet this cost together with medical and attestation fees. These figures are reviewed from time to time by the authorities.

Key considerations

Some considerations for hiring foreign employees:

  1. Sponsorship: the employer acts as sponsor and must keep all employment records current.
  2. Compliance: incomplete or inconsistent information may lead to rejection.
  3. Medical: some nationalities and job categories require additional checks or certificates.

When documentation is accurate and approvals are requested in good time, applications generally proceed without major difficulty.
