Payroll cycle


Most companies run a monthly cycle. Salaries are paid on the twenty fifth of the Hijri month or on the twenty sixth when the usual date falls on a Friday. Weekly pay is allowed but uncommon. Payroll compliance requires all salary transfers to be made from a Saudi corporate bank account and reported through the Wage Protection System. Mudad then matches each payment to the contract on file. Late uploads or figures that do not correspond to the contract can result in warnings or penalties.

Pre-payroll setup


Before payroll can be processed, the company must complete its incorporation steps. Approval from the Ministry of Investment and the Ministry of Commerce confirms the company’s right to operate. Once these approvals are in place, a corporate bank account must be opened. This account will be the sole channel for salary payments.

Registration with the Ministry of Human Resources allows access to Qiwa, Muqeem, GOSI and Mudad. These platforms govern employment contracts, residency records, social insurance and payroll reporting. Each relies on accurate and aligned information. Contracts must be uploaded and linked to valid visas. Inconsistent records are a common cause of delays.

One overlooked entry in one system can hold up the entire cycle.

GOSI contributions


Employers must calculate and pay GOSI contributions each month. For Saudi nationals hired before July 2024, the employer pays 11.75 percent and the employee pays 9.75 percent. Expatriates require a 2 percent employer contribution for work injury insurance.

Effective from July 2025, under the revised General Organization for Social Insurance (GOSI) law, contribution rates for Saudi nationals who joined on or after 3 July 2024 have increased. Both employer and employee contributions rise gradually, starting at 9.5 per cent each in 2025 and increasing by 0.5 percentage points annually, until reaching 11 per cent each by 2028.

End of service benefits


End of service benefits are compulsory as per Saud Labor law. EOSB is an employee compensation plan and to qualify, the employee must have completed at least two years of service. The calculation uses the final basic salary. The entitlement is half a month of salary for each year during the first five years. After that, it becomes one month for every year of service.

These liabilities increase over time. EOSB Because they must be paid when employment ends, annual provisioning is required.

Staying compliant


Compliance issues usually emerge when records diverge across platforms. Missed WPS uploads, delayed GOSI registration or contract values that do not match payment amounts are frequent causes of investigation. Salaries may also be blocked when an Iqama is no longer valid.

Regular reviews and an aligned payroll system reduce these risks. Minimising manual entry helps keep information consistent.
