Human Resources is one of the most important functions in any organisation operating in Qatar. It covers everything from hiring and onboarding new staff to managing payroll, leave and pensions, and making sure the company meets its legal duties and responsibilities. The primary legislation covering all employment relations is the Qatar Labour Law (Law No. 14 of 2004), which covers all aspects of employment, including working conditions, wages, leave, termination of employment and employee benefits in Qatar’s mainland. The Law has seen significant amendments over recent years to bring it into line with international standards and improve the working conditions for both local and foreign workers.

Qatar also offers 2 prominent free zones, particularly the Qatar Financial Center (QFC) which is regulated by the QFC Employment Regulations (Regulation No. 10 of 2006), and the Qatar Free Zone (QFZ) which is regulated by Law No. 34 of 2005 on Free Zones.

Understanding HR Compliance In Qatar


Managing your HR compliance can vary depending on the jurisdiction. As mainland companies, employers must align HR practices with Qatar Labour Law, employers find the requirements differ from jurisdiction.

Qatar employers are required to issue employees with a written employment contract and an official letter of employment setting out their terms and conditions. While contracts can be prepared in English, the Qatar Ministry of Labour recognises only the Arabic version as the legally binding document. Employers are also required to adhere to the Wage Protection System (WPS), working time limitations, statutory leaves, termination notices, and end of service gratuity payments.

QFC employers operate under a standalone employment framework administered by the Qatar Financial Center. QFC’s framework allows for added flexibility whilst adopting a more Common Law approach. This means multi-currency employment agreements, higher statutory leave and sick leave entitlements, and more protection for employees through frameworks of non-discrimination, whistleblowing and maternity discrimination.

QFZ still relies on the mainland regulations as its foundation, however, the mainland regulations are designed to be more of a statutory baseline for employers. QFZ does not adhere to WPS requirements, however, does have safeguards in place as wages are required to be reported into the QFZA. The QFZ also offers an enhanced entitlement towards leave and other benefits compared to those in the mainland. QFZ also introduces paid leaves which, under the mainland regulations, remain as unpaid entitlements for employees.

Payroll Management and Processing


Handling payroll in Qatar goes far beyond basic calculations. Salaries, allowances and statutory deductions must be processed accurately, and salary payments must be made in line with the Wage Protection System (WPS) requirements for companies registered with the Ministry of Labour.

The WPS is a mandatory electronic salary transfer system overseen by the Qatar Ministry of Labour in coordination with the Qatar Central Bank, designed to ensure employees are paid in line with their employment contracts and on time through approved banking channels.
