These activities currently cater to skilled individuals who can deliver their services in the fields of consulting, education, and creative industries. Some examples include: IT consultancy, data analysis and classification services, fashion design, marketing operations management, and personal video production.
It has become relevant for individuals who prefer project-based work or who want a lighter entry point into the UAE market. Many applicants also use the Abu Dhabi freelancer licence to sponsor dependants, provided they meet accommodation and immigration requirements.
This makes the freelance permit a practical option for those planning to live and work in the emirate without the commitments of a full mainland or free zone entity.
Requirements and eligibility
The Abu Dhabi freelancer licence is obtained through the Abu Dhabi Department of Economic Development (ADDED). The licence is issued for one year and must be renewed every year. The associated investor visa is issued for 2 years and must be renewed every two years so long as the freelancer licence is still active.
The required documents for applicants generally include a bachelor’s degree, a specialised diploma or equivalent specialised certificate. The document will likely need to be notarised and attested in the country of issue, then legally translated and stamped by the UAE Ministry of Foreign Affairs once in the UAE. Since each freelance activity has specific qualification criteria, verification is essential.
Local health insurance approved in Abu Dhabi is also required. Individuals who later move to the investor visa must obtain HAAD-approved insurance as part of that process. This can become a material cost if previous insurance arrangements no longer apply.
Those wishing to sponsor dependants must hold a valid Tawtheeq lease in Abu Dhabi and must demonstrate accommodation that is suitable for the family. Office space is not required for this licence.
Scope of activities and operating conditions
The Abu Dhabi freelancer licence provides access to a list of forty-eight consultancy activities. These can be carried out across the UAE, provided the work stays within the approved list. The licence does not permit hiring staff or obtaining Labour Quota. If staffing is required, a free zone company or a mainland licence would be the more appropriate route.
If annual revenue exceeds the VAT registration threshold of AED 375,000, the freelancer must register for VAT. The legal structure is a sole establishment owned entirely by the individual and does not require a local partner.
Immigration Card activation and visa sequencing
When the Abu Dhabi freelancer licence is issued, the next step is to activate the Immigration Card. Following this, the applicant must apply for the investor visa as the owner of the licence.
As a general rule in Abu Dhabi, the licence holder should not have any active visas under another company or a dependant visa at the time of Immigration Card activation. If such visas exist, they must be cancelled before proceeding.
An exception applies to individuals holding a UAE Golden Visa. In this case, there is no requirement to cancel the existing visa, and there is no obligation to apply for an investor visa under the freelancer licence.
Banking procedures vary between institutions. A personal bank account can be opened under the investor visa. A corporate account can only be opened once the investor visa has been issued under the Freelancer Licence itself. This distinction often affects the sequencing of the application.
Moving to the investor visa triggers the requirement for Abu Dhabi health insurance if not already held.
